On Monday, the Winneshiek County Board of Supervisors unanimously voted to enact an 18-month moratorium on issuing conditional use permits for frac-sand mining in Winneshiek County.
The resolution states that the County Board of Supervisors can end the moratorium prior to the 18-month term or extend it if requested studies and legislation are not completed in time.
